The state agency responsible for managing the Cosco Busan oil spill was chided by a state Senate panel hearing Friday for failing to quickly and adequately respond to the bunker oil spill in San Francisco Bay.
The panel sharply criticized the state Department of Fish and Game's Office of Spill Prevention and Response (OSPR) for its slow response and for failing to fill job vacancies in its spill-readiness unit despite a $17.7 million surplus.
After more than four hours of testimony, lawmakers said they were frustrated by a lack of answers, especially from the spill-response agency's chief, Lisa Curtis.
